This panel highlights women’s leadership in municipal government, featuring insights from Manitoba and Zambia on advancing gender equity, mentorship, and international collaboration in local governance. Presentations with Q&A to follow.
Panelists: AMM President Kathy Valentino; City of Winnipeg Councillor Janice Lukes; Councillor Angela Emms (Moderator, AMM Interlake District Director); and Executive Director Ms. Mpatanji Namumba, Local Government Association of Zambia. President Mr. Vincent Lilanda of Local Government Association of Zambia will join for the Q&A.

Micromobility devices such as e-scooters are becoming increasingly common on Manitoba’s roads, sidewalks, and pathways. Currently unregulated, their rapid adoption raises safety and enforcement challenges. Manitoba Transportation and Infrastructure (MTI) is developing a regulatory approach to ensure these devices are used safely and responsibly. This session will provide an overview of micromobility trends, outline Manitoba’s proposed framework, and invite municipalities to share their experiences and feedback.

Strong communities don’t happen by accident—they are built through recreation. This session demonstrates how municipal leaders can empower their recreation directors, strengthen local priorities, and position recreation as a driver of growth, connection, and resilience. Participants will learn practical strategies to support recreation as critical community infrastructure that promotes health, safety, and belonging while contributing to economic and social prosperity.

Learn practical steps for preparing for an election, setting up the next council for success, and maximizing the impact of your final year. Topics include best practices for municipal elections, effective transition planning, and maintaining leadership momentum through change.

This session builds on the Economic Developers Association of Manitoba (EDAM) Community Edge Municipal Capacity Building Project, guiding municipal leaders as they build Community Economic Development (CED). Presentation will include developing or updating CED plans, investing human and financial resources, managing expectations, and measuring and communicating success through evaluation, engagement, and progress celebration.
